HISTORY
At the Ist Pan American Sports Congress, held in Buenos Aire (ARG) from August 28-31, 1940, the Pan American Sports Committee (PASC) was created. The Committee's duties were to oversee the creation and staging of the Pan American Games, to set the rules and protocol, and provide an international administration for the games. PASC was modeled after the International Olympic Committee (IOC).
At the 1955 Pan American Sports Congress, held in conjunction with the IInd Pan American Games in Mexico City, PASC was renamed as the Pan American Sports Organization (PASO).
At the 1967 Pan American Sports Congress, PASO adopted the Winnipeg Charter, further outlining the purpose and philosophy of the Pan American Games. (Click Here to view the charter in .pdf format at the AAF of Los Angeles website.)

ORGANIZATION
PASO is modeled closely on the IOC. The President, Vice-Presidents, and Executive Board are elected for 4 year terms. New members are elected by the members of PASO as delegates to their respective countries, rather than from their countries.
A number of commissions have been created by PASO to assist it in specialized areas such as drug testing and eligibility among others.
