Responsibility #63
To the People of the United States of America:
This closing paper is being constructed on July 4th in the year of our Lord Nineteen Hundred Ninety Two. 216 years ago, to the day, our forefathers set forth our Declaration of Independence. Over half of this historic and cherished document consists of an enumeration of facts concerning the tyrannical acts of the government of King George III, which impelled our separation.
The heart of the Declaration is in its second paragraph:
"We hold these Truths to be self-evident, that all Men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty, and the Pursuit of Happiness--That to secure these Rights, Governments are instituted among Men, deriving their just Powers from the Consent of the Governed, that whenever any Form of Government becomes destructive of these Ends, it is the Right of the People to alter or to abolish it, and to institute new Government, laying its Foundation on such Principles, and organizing its Powers in such Form, as to them shall seem most likely to effect their Safety and Happiness."
After the eight year Revolutionary War, and an interim of government under The Articles of Confederation, our founding fathers did institute such a new government through ordaining and establishing our Constitution. The Federalist Papers played a substantial role in supporting, and overcoming objections to, the ratification of the Constitution.
205 years later, the American people find themselves living under a form of government that has been destructive of the ends for which it was instituted. In these Responsibility papers, the facts concerning the destructive acts, of our money and power oriented government, have been enumerated and discussed. Proposals have been presented for We the People to alter it, and to institute new government, based on such principles and organizing its powers in such form as seems most likely to effect our safety and happiness.
Let us begin now to put into practice the election particulars laid out in these Responsibility papers. We can thereby place the control of the 1994 and 1996 elections in the hands of We the People.
There is no time to waste, in implementing the measures that would eliminate the abuses and usurpations, of the three branches of our federal government. We can arrest the decline and fall of the USA in the eyes of the world, when we meet John Jay's conditions for foreign relations. The good government of Thomas Jefferson can be achieved, when the objective of money and power are replaced by the legitimate object: the care of human life and happiness, and not their destruction.
The Supreme Court punted again on Right to Life. 'Twere better had they deferred to hear the Pennsylvania Abortion Control Act case. Their "opinions" in that case merely further fueled the fires of disunity within the land. It was demonstrated again that the non-political branch, as presently constituted, is political. They feared to take a stand, to live up to their role to do judgement, in an election year.
In these essays great things are contemplated for a reformed federal Judiciary, including expanded roles for the Supreme Court. But this cannot be, until the Court reestablishes the confidence expressed by Publius, that it has "neither FORCE NOR WILL, but merely JUDGMENT"; and that its "power of judging" is truly "separated from the legislative and executive powers".
Mr. and Mrs. Justices, sit in that closed conference called for in Responsibility #19. When your jury of nine has found itself unable within a shadow of a doubt to define when life begins, place the burden where it Constitutionally lies--in the hands of our political leaders, and We the People. Each of We the People can ask ourselves the same question. If we wish to avoid the question and continue the killing, we can direct the Congress and the States to propose and ratify an Amendment encompassing an arbitrary definition.
To unequivocally demonstrate your renewed stature as the last bastion of justice, declare to our nation and the world that your first priority is to right the wrongs done to American families, in past judicial mistakes; and proceed to do so. Having seen leadership in the Judicial branch, perhaps the President who takes office in 1993 can be led to lead. With a leader in the White House, and a lot of new faces in the Congress, perhaps we can get the show on the road.
There must be no delay in instituting the proposed reforms for Families, Health Hazards, Health Care, Litigation, Poverty, Wealth, Taxes & Appropriations, and Businesses.
With these reforms we can "form a more perfect union". Good riddance to greed and self-gratification! No longer neglect of our God, our nation, our families, and our fellow man! Goodbye to Afro Americans/blacks, whites, Jews, Latin Americans, Italian Americans, Polish Americans, Irish Americans, English Americans, Asian Americans, etc. (once known as niggers, whities/honkies, kikes/Hebs, spics, dagos, Polacks, Micks, Limeys, Japs, Chinks, Gooks, Slant Eyes, etc.)! As of now there will be but one differentiation among Americans, poor and wealthy. With our firm commitment to end poverty, there will be none.
Stand up, the States of Alabama through Wyoming, and We the People! Much of the power, that had been ceded or lapsed to the federal government, would be back in your hands through these reforms. People of each State, you must seek out and find, nominate, and elect Governors and Legislators who are best qualified to oversee (and when necessary, direct) the actions of your Washington elected and appointed officials. Only then can we be sure that they are providing the government called for in the Preamble to the Constitution.
