The purpose of this web site is to cause all Americans
to deliberate on our nation's shortcomings that imperil
our NATIONAL SECURITY.
Position Papers are presented that may serve as
starting points, for deliberation and action, to
overcome our weaknesses. The Position Papers are condensations and updates of the RESPONSIBILITY
papers.
The web site consists of 3 sequences: (1) the Position
Papers including subsequent e-mails concerning a proposed ongoing "Conference of the States"; (2) the RESPONSIBILITY papers; and (3) a singular list of REFERENCES.
Further information on the origin of the essays, an
explanation of the anonym Publius IV, and a time line
for the writing and dissemination of the papers, are
provided in a Preface.
